Schengen Visa for Government and PSU Employees From India: NOC, Permission and Passport Rules

Central and state government employees, PSU staff, bank officers, teachers in government institutions and defence personnel apply for Schengen visas every day, and their files are among the strongest a consulate sees: a permanent post with a sanctioned leave is exactly the tie to India the Visa Code asks about. The complication is on the Indian side. Government service rules require prior permission for private foreign travel, and consulates expect a No Objection Certificate from the employer in the file.

This guide covers the permission, the NOC, which passport to use, what the leave letter must say, and how the rest of the file fits around them.

Key facts

  • Permission first. Government servants need prior sanction (or, in some cadres, prior intimation) for private foreign visits under their service conduct rules. Get it before you spend on bookings.
  • NOC in the file. Every Schengen consulate in India lists a No Objection Certificate from the employer for government employees. It replaces the ordinary employer letter and must carry the department’s letterhead and an officer’s signature and seal.
  • Ordinary passport. Private travel is on the ordinary blue passport. Official and diplomatic passports are not used for holidays, and consulates will not issue a tourist visa on them.
  • Leave sanction. The sanction order or letter with dates is your tie document. Keep the trip inside the sanctioned dates.

Step 1: departmental permission for private foreign travel

Central government employees are governed by the CCS (Conduct) Rules and the Ministry of Home Affairs instructions on private visits abroad; state governments, PSUs and public sector banks have their own equivalents. In practice the requirement is a written application to the competent authority stating the countries, dates, purpose and source of funds, well before travel. Some organisations grant permission with the leave sanction; some issue a separate order. Timelines vary from a week to over a month, so start here, not at the visa centre.

Two points that matter for the visa: the permission should cover all the countries in your itinerary (list every Schengen state you will enter, not just the main destination), and the dates should match the leave and the trip exactly.

Step 2: the No Objection Certificate

The NOC is what the consulate reads. It should be on letterhead, signed and sealed by the head of office or the competent authority, and state:

NO OBJECTION CERTIFICATE

This is to certify that [Name], [Designation], [Employee ID], is a permanent employee of [Department / Organisation] posted at [Office, City] since [date of joining].

[He/She] has been granted [type of leave] from [date] to [date] for a private visit to [countries] and has been permitted by the competent authority to travel abroad during this period vide order no. [number] dated [date].

This office has no objection to [Name] travelling to [countries] for the above period. [He/She] is expected to resume duty on [date].

[Signature, name, designation of signing officer]
[Seal] · [Office address, phone, email]

Consulates compare the NOC against the leave order, the itinerary and the form. A NOC that names Italy while the itinerary is mostly France, or gives dates that do not cover the return flight, is a box 2 or box 11 problem. Our general employment letter and NOC guide covers private-sector variants.

The NOC and leave sanction are additions to the file, not substitutes for funds and bookings.

Step 3: which passport

Passport Used for Schengen tourist visa?
Ordinary (blue) Private travel: holidays, family visits, personal business Yes. Apply as any tourist, with the NOC added
Official (white) Official duty travel on government business No. Official visas are arranged through the ministry and the mission’s protocol channel
Diplomatic (maroon) Diplomatic assignments No, for private travel

If you hold an official passport and want to holiday in Europe, you apply on your ordinary passport. If you do not have one, apply for it through the normal Passport Seva process (with your department’s NOC for the passport itself) before starting the visa.

Step 4: the rest of the file

The NOC strengthens ties but does nothing for funds, purpose or insurance. A government employee’s file still needs:

  • Bank statements for 3 to 6 months showing salary credits; see the statement rules.
  • Salary slips and the last two or three ITRs; Form 16 is useful.
  • A day-by-day itinerary with refundable bookings that match the NOC dates.
  • Travel insurance for €30,000 covering every day.
  • A cover letter that mentions the permission and NOC and points to the enclosed order.
  • Property, family and previous travel evidence as for any applicant.

Common situations

Handled easily

Teachers on vacation leave: NOC plus the vacation notification. Bank officers: NOC from the branch or regional office. Defence personnel: NOC and leave from the unit, with the rules of your service on foreign travel followed exactly. Retired government employees: pension order and PPO replace the NOC; see the retiree guide.

Refusal risks

Travelling on an official passport for a holiday. A NOC that omits countries or dates. Leave that ends before the return flight. Booking the trip before permission is granted and then being unable to travel. Contract or outsourced staff presenting themselves as permanent employees.

Contract, ad hoc and outsourced staff

If you work in a government office on contract or through an agency, you are not a government servant for conduct-rule purposes, and the consulate treats you as a private-sector employee of the contracting agency. The NOC (or employer letter) then comes from the agency, and the file needs the contract and payment evidence. State your status accurately on the form; claiming permanent government employment you do not hold is a false statement.

Spouses and dependants of government employees

A spouse or child travelling with you applies separately and can be sponsored by you: your NOC, leave order and statements go into their files with a sponsorship declaration. See our family application guide.

Frequently asked questions

Do government employees need a NOC for a Schengen visa?

Yes. Every Schengen consulate in India asks government employees for a No Objection Certificate from their department, on letterhead, signed and sealed, in place of the ordinary employer letter.

Do I need permission from my department before applying?

Yes. Government service conduct rules require prior sanction or intimation for private foreign visits. Obtain it before booking anything; the visa file should reference the order.

Can I use my official (white) passport for a holiday in Europe?

No. Official and diplomatic passports are for official travel. Private trips use the ordinary blue passport, and consulates issue tourist visas only on that.

What should the NOC say?

Your name, designation, employee ID, date of joining, the leave type and dates, the countries you will visit, the permission order number, and the date you will resume duty. Signed and sealed by the competent authority.

Is a government job a strong tie to India?

Very. A permanent post with sanctioned leave is exactly the return evidence consulates look for. The file still needs proper funds, bookings and insurance.

I am a contract employee in a government office. Does this apply to me?

No. You are treated as a private-sector employee of your contracting agency. The letter comes from the agency, and you should state your status accurately.
